Eight residents told the 10-year planning hearings the project should be brought forward to the next financial year.
Householders would be prepared to consider making a financial contribution to get the project started quickly.
Council finance manager Stewart Burns said discussion was needed because household contributions could amount to $5000.
Mayor Clive Geddes said cost contingencies for bringing it forward might be as much as 30%.
It could take eight months to two years to go through the process of scoping, planning and extending the infrastructure, he said.
But a proposal could be put to the residents for consideration and if agreement was reached, a scheme could proceed.
