Mayor pays backdated water bill

Dunedin Mayor Dave Cull has paid a bill for years of free water at his Otago Peninsula home.

Mr Cull has confirmed he was among homeowners to have received a backdated bill for Dunedin City Council-provided water last month.

He said he "honestly can't remember" exactly how much it was, but made a payment of "several hundred dollars".

Mr Cull's payment comes after he last year admitted to receiving free water from an "illegal" water connection at his home.

Mr Cull said he inherited the connection when he bought his house 15 years ago and had not paid for water since, despite topping up water tanks on his property periodically.

He first reported the matter to council staff in 2008 but was told - like hundreds of other homeowners in Dunedin - the matter could be resolved only when the council's bylaw was updated.

Last week, the council approved a new water bylaw containing provisions needed to resolve hundreds of illegal or informal water connections identified across Dunedin.

The bylaw, adopted after submissions and a public hearing earlier this month, allowed council staff to send backdated bills for up to the past three years to homeowners who had not been paying the correct amount for water.

The maximum backdated period was increased from a proposed one year to three years after a submission by the Dunedin Ratepayers and Householders Association at this month's hearing.

Council staff had calculated 232 properties had illegal or informal water connections, a report by council business support leader Narelle Barbour said.
