Difficult to advance ban bylaw

It will be difficult to make progress on a proposal for a liquor ban in Omarama between December 28 and January 1 until next year, a report to the Ahuriri Community Board says.

The board had asked the Waitaki District Council to report back on how to make progress on the proposal.

In a report to the board this week, senior policy adviser Allanah Jarman said the difficulty arose given the number of bylaws being reviewed by council staff and the upcoming work associated with preparing the 2009-2019 community plan.

There could be some reduction in the amount of work required to prepare a draft bylaw by introducing the bylaw as part of the review of the Waitaki liquor ban bylaw.

However, there would still be a significant amount of work associated with preparing it and undertaking consultation, Ms Jarman said.

A special consultative procedure must be used before adopting a bylaw. It required the draft bylaw to be publicly notified, consultation undertaken for at least one month and a public hearing process undertaken.

Consultation with police would be necessary and consultation with people in the affected area would also be recommended. Other organisations were likely to have an interest in the bylaw and might need to be consulted, she said.
