Public submissions on the proposal to register Carisbrook as a category 1 historic place are being sought until July 11.
After that, the public submissions will be considered by the trust.
It may decide to meet some parties to discuss issues further.
It would be a matter of deciding if any new information came to light which affected the value and significance of the proposal which has already been thoroughly researched and subjected to two peer reviews, he said.
A summary of the submissions would be prepared and forwarded with the proposal.
Mr Graham emphasised that once a property was on the register, the trust does not have specific rights or control over it.
Its role was to ensure changes to a registered property did not significantly affect its heritage values.
The Carisbrook registration assessment report recommends the land be designated as a public reserve should the venue not be retained or be reduced.
The pitch, turnstile building and a representative section of both the terraces and grandstands should be retained and a conservation plan drawn up.
