The Waitaki District Council is investigating a new site for a dump station in Oamaru to take effluent and waste water from campervans and caravans.
Last year, the council decided to build a dump station in Humber St, just north of the railway station, but property owners across the road objected.
That made obtaining resource consent for the project problematic, so the council decided to look elsewhere.
Its assets group manager, Neil Jorgensen, said at the assets committee meeting this week the council was negotiating with a property owner in north Oamaru to build the dump station there.
It had become "a very difficult issue".
Neighbours did not want it close to them.
He hoped the dump station could be operating "within the next few months" if an agreement could be reached with the property owner.
The council had been planning to build a public dump station since late last year, and originally hoped to have it completed for this year's summer tourist season.
It felt the facility was needed to encourage people to stop in Oamaru and, hopefully, decide to stay a night or more.
