The Otago Regional Council is annoyed a group of artists have painted a mural on a Water of Leith wall without first gaining council permission.

Ten former Dunedin artists from around the globe have returned to the city for their holidays, and have gathered to paint what they call ''freestyle art'' on the waterway, near the corner of Leith Bank and Forth Sts.

One of the artists, Nigel Roberts, believed it brought colour to the area and was a nice thing to do for the community.

''We all used to hang out together years ago and we've all sort of come back again for Christmas with family.

''This is a casual get-together, with a whole lot of old friends.''

He said all of them were professional artists around the world, many of them doing commissioned work for companies, businesses and councils.

''This is what we do. We paint walls.''

Mr Roberts acknowledged he had not gained permission from the ORC, but said the area had been ''a free-for-all spot'' for artists for many years.

''For us, this is like having a picnic at the beach with family and friends. That's how we do it. We hang out, have a laugh and have a good time.

''We're here trying to do something nice in the area.''

ORC chief executive Peter Bodeker was concerned people were going around painting ratepayers' property without council approval.

He said ORC staff would respond to public complaints, and the artists risked having the art work removed.

''Some may like it, some may not. There is likely to be a position on it from some people.

''Normally, you would expect people to ask for some sort of permission - especially if it's going to be permanent.

''Whether it is council property or not, it's just good manners because it is owned by the ratepayers of Otago.''
